The solution is realy simple: slow down. The administration should circulate an RFP for a "peoples car" with very precise specifications.
Mileage should be equivalent to 120 miles per gallon. whatever source of propulsion is chosen. Crashworthy at 60 mph. Cannot exceed 55 mph, no ands, ifs or buts. Redundancy in design and manufacture. Complete manufacture and assembly in the "good ol' US of A; screw the rest of the world.
The admin should mandate the banks AND oil companys who have long prospered on the sweat of the proletariat to fund this research which should be open to everybody, as well as fund the maufacture and distribution of such a vehicle.
Consider the benefits.
